Budget Analyst University of Portland Job Code: A70403 Job category: Full Time Staff Terms and Hours: Full Time Exempt Salary Range: Starting Salary at $71,000; commensurate with experience Job Summary The Budget Analyst performs a key support role within the Financial Affairs Division by assisting the Associate Vice President for Budgeting (AVP) with the annual operating budget development processes, preparing various financial reports, and managing communications to University departmental budget managers to resolve budget issues or concerns. This position requires detail oriented revenue and expenditure analysis, preparation of journal entries or other accounting/finance related activities, and support in trainings and presentations. This position serves as a budget liaison to campus departments providing timely, accurate, and relevant financial information. The Budget Analyst reports directly to the Associate Vice President (AVP) for Budgeting. Core Duties Work collaboratively with the AVP to assist with development of annual operating budgets, including but not limited to managing the annual fiscal year roll processes in the Banner (ERP) system working directly with Information Services on maintenance, updates and troubleshooting errors. Perform monthly budget variance analyses with emphasis on operating budgets, including all funds activity by major units. Create ad hoc management reports and tools for budgeting and forecasting as needed. Review and analyze monthly financial results versus approved budget, including working with campus budget managers to create accurate summary reports for AVP and senior leadership to support strategic decision making. Work with budget managers and directors to monitor budgets and ensure budgetary controls are implemented and in compliance with University policies and procedures. Work closely with Study Abroad to track program enrollments by term, forecast revenue and expenses, and maintain updated files. Serve as primary contact for the budget office in monitoring course fee funds; working closely with academic units to ensure annual budgets for revenue and expenses are accurate, monitor fee fund activity each term, assist with fee adjustments, and resolve issues as needed. Work with Controllers office to execute budget transfers and journal vouchers, review and monitor Banner access requests, chart of accounts issues, and other budget/accounting related operational activities as needed. Advise, consult, and train staff and faculty with regard to general budget inquiries, including participation in budget information sessions and presenting financial information to a wide array of audiences. Develop queries and/or reports to improve budget reporting, monitoring budget activities and other data analysis as needed, including but not limited to data mining, organizing large and complex data sets, and data manipulation using Excel and other relevant reporting software. Anticipate and resolve budget issues through consistent processes and practices that enable discovery of trends, cause and effect relations, and analyze associations across data sets. Navigate decision making processes with key stakeholders to identify, address and resolve budget matters and provide measurable outcomes that identify impact and risk through a cost and benefit analysis. Serve as back-up and assist AVP with regard to position control activities, such as managing approved position budgets, hire proposal requests, encumbrance processing and other duties as needed. Responsible for maintaining and updating content on Budget Teams site, shared folders, central email inbox, and other communication platforms. Organize, maintain, and archive formal budget documents. Other duties as relevant to the duties of the position or as assigned by supervisor or designee. Education & Experience Required: Bachelors degree in Business Administration, Accounting, Finance or related field. Required: 5 to 7 years related budget/finance experience providing support to all units/users within a multi divisional organization. Required: Experience working with financial reporting software and creating ad hoc queries and reports. Required: Advanced proficiency in Microsoft Office (Excel, Word, PowerPoint, etc.) applications. Applicants will be evaluated on Excel proficiency. Preferred: experience with Ellucian Banner and/or related experience with an enterprise resource planning tool. Or a combination of equivalent education and/or experience. Certifications & Licenses Preferred: None. Knowledge, Skills & Abilities Successfully demonstrated ability to research and problem solve issues, initiate appropriate action and communicate with peers in a timely manner. Proven ability to analyze and present complex financial data to a wide array of audiences. High level of proficiency working with large sets of data and data manipulation using Excel and/or other reporting software. Strong attention to detail and accuracy, effective organizational skills, and ability to prioritize and successfully meet deadlines. Strong ability to work collaboratively, accomplish organizational goals, communicate clearly, and act proactively. Successfully demonstrated ability to work independently with minimal supervision; as well as collaborating with others in a team setting. Ability to consistently handle and follow through with multiple projects and assignments and meet deadlines. Strong orientation towards taking ownership of projects and assignments and being proactive with projects, assignments, and process improvements. Ability to maintain confidentiality and effectively handle highly sensitive and personal information with sound judgment, tact, and discretion. Advanced ability to use and learn computers, technology, software, and applications at level of sophistication required for the duties of the position, including, without limitation, Microsoft Office (Outlook, Word, Excel, and PowerPoint), the internet, computerized maintenance management systems, and enterprise resource planning tools (e.g. Ellucian Banner). All University of Portland positions require the ability to quickly learn and use new technologies, software, and applications in depth and at level of proficiency required for duties of the position.
